Do you need a CNPJ to sell on Mercado Livre? CPF, MEI, and what changes as you grow
You don't need a CNPJ to get started: Mercado Livre lets you create an account and list products using only a CPF. But Mercado Livre warns that individuals may have limited access to the invoice issuer, the billing system, and the shipping system, and that an invoice is required to use its logistics services, especially FULL. Mercado Livre's free invoice issuer requires a CNPJ and an A1 digital certificate. If you plan to sell regularly, the natural next step is to register as a MEI, which can sell up to R$ 81 mil per year, and then move to Simples Nacional.
This is one of the first questions people ask when they get started—and one that can get expensive when left unanswered. I'll explain what you can do with a CPF, what a CNPJ unlocks, and what changes on other marketplaces.
#What you can do on Mercado Livre with just a CPF
- Create an account and list products. A CPF is enough.
- Sell with your own shipping. Without an invoice, you can use a Content Declaration.
- Use Mercado Livre's shipping service, but with limitations: Mercado Livre says an invoice is required to use its shipping services, especially FULL.
In practice, a CPF is enough to test the channel with a few products. To grow using Mercado Livre's logistics, you'll need to issue invoices, which requires a CNPJ.
#What a CNPJ unlocks
- Mercado Livre's free invoice issuer, integrated into the sales screen. Requirements: a CNPJ registered with your state's Sefaz, registration details that match Sefaz records, an A1 digital certificate, and registration under Simples Nacional or the Normal Tax Regime. Individual accounts can't use the issuer; you need to switch to a business account. (MEIs in Rio Grande do Sul can't use the issuer.)
- FULL and shipping without restrictions, because the invoice travels with the package.
- A business account, with the CNPJ as the account holder. All CNPJ types are accepted, and MEIs are exempt from State Registration.
Mercado Livre recommends a CNAE for buying and selling products and warns that sellers using its shipping service can't have a CNAE for a transportation company.
#MEI: the first step for most sellers
MEI is the lowest-cost way to get a CNPJ:
| Item | 2026 amount |
|---|---|
| Revenue limit | R$ 81.000 per year |
| In the year you register | R$ 6.750 per month of activity |
| Monthly DAS (retail) | R$ 82,05 (R$ 81,05 for INSS + R$ 1 for ICMS) |
| State Registration | exempt |
To sell, your registered business activity must be one of the activities allowed for MEI, such as retail sales of the products you sell. Selling online is not an activity in itself; the activity is based on the product.
As for invoices, the general rule is that MEIs do not have to issue an invoice when selling to individual consumers. But on a marketplace, that legal exemption is not enough: the platform requires an invoice to use Envios and FULL. I explain this in detail in invoices on Mercado Livre.
And the limit comes up fast. R$ 81 mil per year is R$ 6.750 per month. A store that sells 150 orders of R$ 50 per month already exceeds it. Find out what happens when you go over the limit in the MEI limit for selling online.
#What about Shopee and other marketplaces?
| Marketplace | Can you sell with CPF? | CNPJ requirements |
|---|---|---|
| Mercado Livre | yes | Invoice required for Envios and FULL; invoicing system requires CNPJ |
| Shopee | yes | Anyone earning R$ 81 mil per year or more must have a CNPJ and issue invoices; CPF sellers with more than 450 orders in 90 days pay an extra R$ 3 per item; Vendedor Indicado requires a CNPJ |
| Magalu | No | CNPJ active for more than 3 months; NF-e issuance required; MEI is accepted |
On Shopee, the extra fee for CPF sellers adds up: on a product priced at R$ 49,90 with a cost of R$ 20, profit drops from R$ 11,83 to R$ 8,83 per sale. After switching to a CNPJ, the extra fee is removed within 7 business days. See whether selling on Shopee is worth it for details.
#How taxes affect your margin
Selling as an individual does not mean selling tax-free. Income from your business activity is taxable as personal income, and the personal income tax rate can reach 27,5%. That is why a CNPJ usually reduces the tax burden for regular sellers.
For comparison, with a CNPJ:
- MEI: a fixed monthly amount, regardless of revenue, up to the limit.
- Simples Nacional, Annex I (retail): an effective tax rate starting at 4% of revenue, increasing based on revenue over the last 12 months.
See how Simples Nacional works and how the tax rate rises with revenue. To choose a tax regime, talk to an accountant. This article is not a substitute for advice from someone familiar with your situation.
In practice. A seller of women's accessories started selling on Mercado Livre as an individual, shipping orders herself. When she wanted to join FULL to earn the fast delivery badge, she found out she needed to issue invoices. She registered as an MEI, got an A1 certificate, and started using Mercado Livre's invoicing system. The DAS of about R$ 82 per month cost less than the margin from two sales, and FULL increased sales enough for her to exceed the MEI limit in eight months. With her accountant's help, she planned her transition to Simples as the next step.
#When to register for a CNPJ
- Before joining FULL or relying on Mercado Livre's Envios.
- Before reaching 450 orders in 90 days on Shopee, so you don't pay an extra R$ 3 per item.
- Before selling on Magalu, which only accepts CNPJ.
- When income from your store is no longer supplemental and becomes a regular source of income.
#Tax in every sale calculation
Whatever your tax regime, tax is calculated on the full price of each sale, not on profit. If you don't include tax in your pricing, you won't see the difference until you get your monthly tax bill. Milewa applies your CNPJ tax rate to every sale on Mercado Livre and Shopee (using each store's rules if you have more than one) and shows your margin after tax, order by order.
