Invoices on Mercado Livre: when they're required, how to issue them for free, and what changes for MEIs

On Mercado Livre, an invoice is required to use its logistics services, especially FULL: the platform itself says that issuing an invoice is mandatory to use Envios. Mercado Livre offers a free NF-e issuer integrated into the sales screen. It requires a CNPJ registered with Sefaz, an A1 digital certificate, and registration under Simples Nacional or the Normal Tax Regime. By law, MEIs are exempt from issuing invoices when selling to individuals, but not when using marketplace logistics.

An invoice is often the moment a store “becomes a real business.” I’ll explain when one is required, how to issue one without paying for software, and what changes if you’re a MEI.

#When are invoices required on Mercado Livre?

There are two different sets of rules, and they’re often confused:

Platform rules. Mercado Livre requires an invoice to use its logistics services. Without one, access to Envios is limited, and FULL won’t work. If you want fast delivery and the shipping badge, this matters.

Tax rules. Businesses with a CNPJ must follow the requirements of their tax regime and state. In general, businesses under Simples Nacional or the Normal Tax Regime issue invoices for product sales. MEIs have a specific exemption, explained below.

Individual sellers who ship orders themselves use a Declaration of Contents on the package. It’s a way to test the channel, not to grow your business on it.

#How to issue an invoice with Mercado Livre’s issuer

The issuer is free and built into the sales screen, so you can create an invoice from an order without entering the buyer’s details. Requirements:

  1. A CNPJ registered with your state’s Sefaz to issue NF-e invoices.
  2. Your Mercado Livre account details must match your Sefaz registration (business name, address, registration).
  3. An A1 digital certificate, the file-based type, installed in the issuer.
  4. Registration under Simples Nacional or the Normal Tax Regime.
  5. A business account on Mercado Livre. Individual accounts must be converted.

For sellers under the Normal Tax Regime who sell to another state, the issuer automatically generates the tax payment form for the tax differential (GNRE).

One known exception: MEIs in Rio Grande do Sul can’t use Mercado Livre’s issuer and need another system.

#Do MEIs need to issue invoices?

By law, MEIs are exempt from issuing tax documents, except in situations defined by the Simples Nacional Management Committee. Guidance from the Rio Grande do Sul State Revenue Service summarizes the rules:

Scenario Does a MEI issue an invoice?
Sale to an individual consumer exempt
Sale to a business that issues an incoming invoice exempt
Sale to a business in other situations required
Whenever they choose, even if exempt may issue one

Even when exempt, MEIs must record sales to prove their revenue. And on a marketplace, the legal exemption doesn’t override the platform’s rules: MEIs must issue an NF-e to use Envios and FULL. See Do you need a CNPJ to sell on Mercado Livre? for details about CPF, MEI, and CNPJ.

#An invoice and a tax are not the same thing

Issuing an invoice doesn’t determine how much tax you pay. That depends on your tax regime:

  • MEI: a fixed monthly amount (R$ 82,05 for retail in 2026), up to the annual limit of R$ 81 mil.
  • Simples Nacional: an effective tax rate on revenue, starting at 4% for retail and increasing with revenue over the past 12 months.
  • Presumed Profit or Actual Profit: separate taxes, calculated on different bases.

Here’s what catches many marketplace sellers off guard: tax is charged on the amount paid by the customer, not on what the marketplace pays you. If you sell for R$ 100 and receive R$ 73 after fees, tax is calculated on R$ 100. I explain the impact on your margin in the tax that goes up on its own.

#2026: invoices and tax reform

Since August 2026, businesses under the regular tax regime have been unable to issue electronic invoices without the IBS and CBS fields. These taxes are part of the tax reform and are in a testing phase in 2026. The 2026 test rates do not apply to businesses under Simples Nacional. If you don't use Mercado Livre's invoicing system, check with your provider to make sure it supports these fields. I summarized what’s changing in tax reform for marketplace sellers.

In practice. A bicycle parts seller registered as a MEI used their own shipping and didn't issue invoices, which the law allowed for sales to individuals. When they decided to join FULL, they found out they would need an invoice for every shipment to the distribution center and for every sale. They got an A1 digital certificate, enabled their CNPJ with Sefaz, and started issuing invoices from each order using Mercado Livre's invoicing system. The extra work per sale took just seconds, and FULL increased conversion for their best-selling products.

#Checklist for getting started with invoicing

  1. Make sure your CNPJ is active and includes the business activity for your product.
  2. Enable your CNPJ to issue NF-e invoices with your state's Sefaz.
  3. Buy an A1 digital certificate.
  4. Switch your Mercado Livre account to a business account, using the same details as your Sefaz registration.
  5. Set up the invoicing system and issue your first invoice from an order.
  6. Agree with your accountant on how they will receive the invoices.

#Frequently asked questions

Do I have to issue invoices to sell on Mercado Livre?

Yes, if you use Mercado Livre's logistics services. The platform says invoices are required, especially for FULL. Individual sellers who ship orders themselves can use a Declaration of Contents. For tax purposes, businesses with a CNPJ must follow the rules for their tax regime and state.

How do I issue an invoice on Mercado Livre?

Use Mercado Livre's free NF-e invoicing system, which is built into the sales screen. You need a CNPJ enabled with your state's Sefaz, a Mercado Livre account with details that match your Sefaz registration, an A1 digital certificate, and registration under Simples Nacional or the Regular Tax Regime. For sellers under the Regular Tax Regime who sell to another state, the system automatically generates the payment form (GNRE).

Does a MEI need to issue invoices on Mercado Livre?

By law, a MEI does not need to issue an invoice when selling to individual consumers. But Mercado Livre requires invoices to use Envios and FULL. In practice, MEIs using Mercado Livre's logistics issue NF-e invoices through Mercado Livre's system or another provider. MEIs in Rio Grande do Sul cannot use Mercado Livre's invoicing system.
