Dropshipping on Shopee: Is it allowed? What the rules say and how to sell with little stock without getting penalized

No, Shopee doesn’t allow dropshipping. Its official rules say this practice isn’t allowed on the platform and may lead to a ban and penalty points. Shopee does allow Made-to-Order sales, with a shipping timeline of 2 to 15 business days, approved by customer support, for custom, handmade, or special-logistics products. These listings are limited to 20% of your store’s listings. For everything else, the timeline is 1 business day, which you can only meet if the product is on hand.

Many people search for "how to sell on Shopee without stock" hoping for a shortcut. The honest answer is that shortcuts exist in online courses, not in Shopee’s rules. What does work is selling with lean stock.

#What Shopee’s rules say about dropshipping

Shopee’s Seller Education Center treats dropshipping as a prohibited practice. The stated consequences are a ban and penalty points.

In practice, dropshipping is usually discovered in three ways: missed shipping deadlines (the package is delayed because it ships from the supplier), tracking that doesn’t start at the seller’s address, or a package with a third party’s invoice or packaging. Any one of these can earn your store penalty points.

#The shipping deadline dropshipping can’t meet

Shopee’s shipping rules:

  • Usually, you have 1 business day to ship.
  • Tuesday through Friday, orders paid for by 1 p.m. ship the same day. Orders paid for after 1 p.m. ship by the next business day.
  • For Express Delivery, the cutoff is 11 a.m.
  • Sellers can’t request an extension.

A supplier who ships in 48 hours will already make your store late on many orders. And late shipments earn penalty points.

#What happens when you get penalty points

Range Points Main consequence Fee (as of 06/2026)
1 3 to 5 −5% visibility, 14 days R$ 100
2 6 to 8 −10%, free shipping lost R$ 250
3 9 to 11 −20%, 21 days R$ 500
4 12 to 14 −30%, 28 days R$ 1.000
5 15 or more account frozen for 28 days R$ 1.500

Under the shipping policy, a week with a late shipping rate of 5% or more already earns a point, and a non-shipment rate above 40% adds an extra point. Stores with less than R$ 2.500 in sales in the previous month are exempt from the monetary charge, but not from points. From Tier 1 to Tier 4, the store also loses Recommended Seller status and access to marketing campaigns.

#Made-to-order: what's allowed

Made-to-order sales (formerly called "pre-orders") are the approved way to sell with a longer handling time:

  • A 2-to-15-business-day handling time, set by you and counted from payment.
  • After printing the shipping label, you have up to 5 days to ship.
  • Approval by customer support, subject to review.
  • At most 20% of your store's listings; exceeding this limit results in a penalty.
  • Recommended for custom, handmade, or specially shipped products, or products that require legal approval.

It's not a way to get around the dropshipping rules. It's for sellers who make or customize products after they're sold.

#Why dropshipping no longer added up

Even setting the rules aside, dropshipping margins on Shopee are slim. A supplier who ships for you charges more than wholesale, and often charges for shipping to the buyer, too. Add the 20% commission, plus R$ 4,50 for orders up to R$ 79,99, and tax. For a product priced at R$ 49,90:

Line With your own stock With a supplier who ships
Commission and fixed fee R$ 14,48 R$ 14,48
Tax (6%) R$ 2,99 R$ 2,99
Product cost R$ 20,00 (wholesale) R$ 26,00 (unit price)
Shipping to the buyer R$ 0 (Shopee coupon) R$ 0 to R$ 9 (charged by the supplier)
Packaging R$ 0,60 included
Profit R$ 11,83 R$ 6,43 to −R$ 2,57

With your own stock, the product leaves you with nearly a 24% margin. With a supplier who ships and charges for shipping, you could lose money. The difference comes from the higher unit cost and the shipping that Shopee doesn't subsidize when orders ship from a third party.

In practice. A seller who started dropshipping phone accessories told me about their first month: 140 orders, 31 late because the supplier took 2 days to ship, 9 penalty points in three weeks, and free shipping removed from their listings. They switched to a small stock of 15 to 20 units of their 12 best-selling products, restocking weekly from a distributor in the same city. Their money tied up in stock stayed below R$ 3.000, and late shipments dropped to zero.

#How to sell with low stock and follow the rules

  1. Choose a few fast-selling products. Instead of 200 listings with no stock, have 20 with stock.
  2. Choose a nearby supplier and restock often. Weekly restocking lets you keep stock low without running out. I wrote about finding a supplier in how to find a supplier to sell on Mercado Livre and Shopee.
  3. List only what you have. The quantity in the listing should match the quantity on your shelf.
  4. Use Made-to-order only for products made after they're sold, and stay within the 20% limit.
  5. Check your margin before investing in stock. Buying 50 units of a product with a 3% margin is worse than not buying any.

For the final step, the Milewa calculator calculates Shopee fees using the October 2026 fee table. Once sales start, Milewa shows the real margin for each product, including the commission and fixed fee for each order, so you can decide where to put the money for your next supplier order.

#Frequently asked questions

Can you dropship on Shopee?

No. Shopee says dropshipping isn't allowed on the platform and can lead to a ban and penalty points. Sellers must have the product in stock and ship it within the required time, which is generally 1 business day.

What is Made-to-Order selling on Shopee?

This option is for personalized or handmade products, items with special shipping needs, or products that require legal approval. The seller sets a shipping time of 2 to 15 business days from payment. You request approval from support, and your request is reviewed. Made-to-Order listings can make up no more than 20% of your store’s listings.

How can you sell on Shopee with limited stock?

Keep a small amount of stock on hand for products that sell well, restock often from a nearby supplier, and list only the quantity you have. This helps you meet the 1-business-day shipping deadline without tying up too much cash or resorting to dropshipping.
